Interrupted childhoods: Over-representation of Indigenous and Black children in Ontario child welfare

This Ontario Human Rights Commission (OHRC) report examines the over-representation of First Nations and Black children in Ontario's children's child welfare system. Despite finding that Ontario's child welfare agencies (known as Children's Aid Societies) often do not record race data, the OHRC was able to ascertain that First Nations and Black children are indeed over-represented in many of Ontario's agency jurisdictions. Recommendations for better data collecting systems and implementation of resources to reduce the rate of over-representation are made by the OHRC.
