Victoria, BC: The Representative for Children and Youth and the Ministry of Children and Family Development

This Joint Special Report is a collaborative initiative undertaken by the Ministry of Children and Family Development and the Representative for Children and Youth. In September 2015, a British Columbia youth in care died while he was placed in a hotel. This report was initiated after that tragedy in order to examine the practice of placing children and youth in care in hotels, with the common goal of improving child welfare practice across the province. This report is not child- or incident-specific; rather, it is an examination of the circumstances that may result in children and youth being placed in hotel settings.
