Chaque province et territoire possède sa propre législation qui définit la négligence et qui décrit comment réagir lorsqu’elle se produit. L’évaluation de la négligence nécessite de tenir compte de la pauvreté et des autres facteurs familiaux ou communautaires. La négligence signifie le défaut d’un parent ou d’un gardien de répondre aux besoins de base d’un enfant comme la nourriture, l’éducation, la santé ou la surveillance.
