A decade after Canada’s 1998 apology for residential schools, the Assembly of First Nations and the First Nations Child and Family Caring Society filed a human rights complaint arguing that inequitable federal child welfare funding had put more First Nations children in state care than at the height of the residential schools, a sign that Canada is failing at reconciliation.
