In July 2005, the Saskatchewan Children’s Advocate Office (CAO) began to receive complaints from concerned children, youth, foster parents, professionals and citizens that many children in the care of the Minister of Community Resources were being placed in overcrowded foster homes in the Saskatoon Service Centre area. Based on these concerns and a perceived lack of resources, capacity and ability within the Saskatoon Service Center of the Department of Community Resources to manage foster home overcrowding in Saskatoon, a decision was made by the Children’s Advocate Office to launch an investigation into the issue.
