This summary report presents the main findings of the first phase (T1) of data collection conducted as part of the evaluation of the impact of the long-term reform of the First Nations Child and Family Services (FNCFS) Program and Jordan’s Principle in First Nations communities in Quebec (hereinafter referred to as the “evaluation”). The report provides an overview of the situation in 2023-2024. During this period, the new funding formula, as set out in the 2021 Agreement-in-Principle, began to be applied, and in October 2024, the majority of Chiefs in Canada rejected the Final Agreement on Long-Term Reform of the First Nations Child and Family Services Program. The aim of this initial portrait is to make it possible to evaluate, in the second phase of data collection, the observable short-term impacts in First Nations communities that may be associated with the reform. More   specifically, this evaluation has the following objectives: 
1. Demonstrate the changes in services, practice and interventions that may be associated with long-term   
reform of the FNCFS Program and Jordan’s Principle. 
2. Verify what changes related to the long-term reform of the FNCFS Program and Jordan’s Principle can be 
associated with improved wellness among children and families. 
3. Contribute to the discussion surrounding the development of regional child and family wellness indicators 
for First Nations communities in Quebec.
